1 Major scientific and technological innovation contributions
(1) Established a water and water quality coupling configuration model based on “three red lines”, which enriched the theory and method of water resources allocation, and effectively solved the outstanding water problem of “low water, dirty water and low water efficiency” in the Weihe River Basin. Strict water resources management system provides theoretical support.
(2) Constructed a theoretical system of river health flow process reconstruction in high-intensity human activity area, which integrates “index construction-health health assessment-ecological protection target setting-health flow reconstruction”, and determined that the river sections of the Weihe River Basin are different. Water ecological protection objectives, health flow processes under different water scenarios.
(3) The method of identifying the characteristics of multi-element relationship in hydrological circulation system is proposed. The evolution characteristics of hydrological and meteorological factors in the basin are deeply excavated. The Copula function is introduced to analyze the relationship between water cycle elements. The sliding Copula function is proposed to diagnose the variation characteristics of rainfall-runoff relationship in the Weihe River Basin. .
2 Results application
(1) Shaanxi Luohe Comprehensive Management Office applied the results of the near-, medium- and long-term allocation of water resources in the basin in the comprehensive management of the Weihe River Basin. The Yellow River Conservancy Commission adopted the ideas and methods for water resources allocation in the Weihe River Basin, and the allocation results were applied in the Yellow River water allocation.
(2) Shaanxi Provincial Water Resources Department has referenced the water resources allocation results of water quality and water quality in this study, especially the water distribution of Weihe River, Weihe River and Luohe River, which embodies the “storage of surface water, conservation of groundwater, interception of rain and flood, and adjustment” proposed in this study. Research ideas on ecological water and reclaimed water.
3 Shaanxi Provincial Water Resources and Electric Power Survey and Design Institute fully considered the results of this study in the preparation of the “Feasibility Study of the Han-Ji-Ji-Ji Project in Shaanxi Province--Water Resources Allocation in the Water District”. The result was endorsed by experts and was used as part of the feasibility study report for the project of the Han Dynasty in Shaanxi Province.
