I. Funding priorities and project categories
1. Funding priorities:
The Provincial Education Department's scientific research project aims to train young teachers, stabilize the team of young and innovative talents in colleges and universities, accelerate the construction of scientific research platforms in universities, enhance the scientific and technological innovation capabilities of Shaanxi universities, promote the development of colleges and universities, and serve local economic construction.
(1) Prospective research and original innovative research projects that promote the development of disciplines; scientific research and technological innovation projects that have application value to our province's economic construction and social development; can fully utilize the resources and natural conditions of our province Features, can form an application research project with independent intellectual property rights.
(2) Focusing on major theoretical and practical issues in contemporary China, exploring socialist economic, political, cultural, and educational development laws with Chinese characteristics, promoting theoretical innovation, supporting scientific decision-making, and serving humanities and social science research projects for economic and social development.
(3) Projects that give priority to funding school-enterprise cooperation, solve enterprise problems and improve product quality (including product stereotypes and existing product renewal, new product development, and process improvement and optimization activities of product mass production processes); universities and research institutes The company has signed a project for a substantive cooperation agreement.
2. Project category:
(1) Special scientific research project (the application amount of natural science special project is 20,000 yuan, and the application for humanities and social science special project is 10,000 yuan) - it mainly supports basic research and application development research projects carried out by young science and technology personnel and teachers.
(2) Service local special plan project (application quota of 100,000 yuan) - funded the cooperation with the province's enterprises to develop, completed the laboratory test and research, and after the cultivation, the project can be transformed and implemented in Shaanxi Province.
(3) Key scientific research projects (the application amount of the key research bases of philosophy and social sciences is 30,000 yuan, and the application amount of key laboratory projects is 50,000 yuan) - mainly supporting research projects based on scientific research platforms, with emphasis on supporting the province The central task of economic construction and social development, focusing on solving regional and industry-related key technical problems and difficult research projects.
Second, the project declaration procedures and requirements
1. Special scientific research projects in natural sciences
(1) The Natural Science Special Project of the Provincial Department of Education for this application will be used as a pre-cultivation project for the National Natural Science Foundation of China.
(2) The project applicants are less than 35 years old as of October 15, 2018, and their titles are called associate professors and below.
(3) Expected result requirements: 1 research report, 2 papers, including at least 1 core journal paper.
(4) The project research period is from January 2019 to December 2020.
(5) Application procedure: The applicant fills in the “Application for Natural Science Project of Shaanxi Provincial Department of Education” and the “Feasibility Study Report” (Attachment 1) to the college. The research secretary conducts a formal review of the applicant's qualifications and declaration contents. After the academic committee of the college evaluates and sorts the application items, the research secretary will submit the application materials (one copy) and the final sorting table (one type, signed by the director of the academic committee and stamped with the official seal of the college) and the meeting before November 9th. The minutes (one copy, including the electronic version) are reported to the Science and Technology Department. The school will recommend the best recommendation. The applicants of the recommended project will go to the “Project Declaration Management Module” of “Shaanxi Education and Scientific Research Integrated Management System” before completing the online report before November 20, and the printed project will be submitted to the college in 2 copies. The research secretary of each college will be submitted to the R&D department of the Science and Technology Department on November 23, and will not be accepted after the deadline.
2. Humanities and social sciences special research projects
(1) The special project of Humanities and Social Sciences of the Provincial Department of Education for this application will be used as a pre-cultivation project for the National Social Science Fund of the University.
(2) The project applicants are less than 35 years old as of October 15, 2018, and their titles are called associate professors and below.
(3) Expected result requirements: 1 research report, 2 papers, including at least 1 core journal paper.
(4) The project research period is from January 2019 to December 2020.
(5) Application procedure: The applicant fills in the “Application for the Humanities and Social Sciences Special Project of the Shaanxi Provincial Department of Education” and the “Feasibility Study Report” (Attachment 2) to the college. After the research secretary has conducted a formal review of the applicant's qualifications and the contents of the declaration, After the academic committee of the college organizes the evaluation and sorting of the application projects, the research secretary will submit the application materials (one copy) and the final sorting table (one copy, the official committee of the academic committee must sign the official seal) and the meeting minutes before the 9th of November. 3. Serving local special projects
(1) The applicant of the project is younger than 45 years old as of October 15, 2018.
(2) After serving the local special project (industrialization project), the Ministry of Education organizes experts to conduct the defense review, on-site inspection, and determine the project plan.
(3) Expected result requirements: 1 research report, no less than 2 papers, including at least 1 core journal paper, with clear research objectives, basic technical indicators or parameters, and proof of cooperation enterprise application.
(4) The project research period is from January 2019 to December 2021.

(2) Applicants are less than 40 years old by October 15, 2018.
(3) In principle, each key laboratory and the key research base of philosophy and social sciences can declare 3-5 items, and the recommended order will be listed by the laboratory or base. The provincial education department will organize experts to verify and determine the project based on the recommendation. plan.
(4) Expected results of the key research bases of philosophy and social sciences: 1 research report, 2 papers, at least 1 core journal paper, 1 book can be regarded as 2 papers, the research objectives are clear, and the research must be based on the base. The direction is the same.
(5) Expected results of key laboratory projects: 1 research report, 3 papers, including at least 2 core journal papers, with clear research objectives and basic technical indicators or parameters.
(6) The project research period is from January 2019 to December 2021.
(7) Application procedure: Applicants for key laboratory projects and key research bases of philosophy and social sciences will land on the “Shaanxi Education and Scientific Research Integrated Management System” (website: http://kygl.sneducloud.com/) before November 12th. After completing the completion of the online report, the project declaration management module will print out the application form and bind it to the book in the order of “application form and feasibility study report”. Third, matters needing attention
1. The application project must comply with the relevant provisions of the “Administrative Measures for Scientific Research Projects of the Shaanxi Provincial Department of Education” (Annex 6).
2. The first three of the project team that is undertaking the scientific research plan of the Provincial Department of Education and the person in charge of the project (or termination) may not apply for the 2019 Education Department's scientific research project.
3. The person in charge of the project can only declare one project at most in the current year. The number of project participants participating in the project is no more than three.
4. It is forbidden to declare or report multiple different types of plans in the same project. If the information is false, the applicant will be disqualified.
5. Persons who have already assigned the account number and password for the registration of the Education Department project declaration system before 2018 will continue to use the original account number and password when the project is declared in 2019. For the first time this year, applicants must be assigned an account by the Science and Technology Department.
