  • Representative Research Results 7 - Theory and Methodology of River Health and Watershed Ecological Compensation

    1 Major scientific and technological innovation contributions

    (1) The concept of loss value of water environment capacity use right was put forward, the ecological compensation mechanism of Shaanxi water source area was established, the compensation subject and object were clarified, and multi-level and diversified ecological compensation channels and ecological compensation fund raising channels were proposed.

    (2) Analyzed the ecological environment water demand mechanism, put forward the principles that river ecological water demand should follow, and enrich the theoretical system of river ecological water demand research. A calculation model for the self-purified water demand of the river section and a calculation method for the water demand of the minimum river sediment transport are established.

    (3) Established a multi-objective regulation model for ecological base flow protection and water quality improvement in the middle section of the Weihe River, developed a multi-target regulation software for the ecological base flow protection of the Baoji section of the Weihe River, and proposed a comprehensive regulation and control plan for the ecological base flow protection and water quality improvement in the middle section of the Weihe River.

    (4) A large number of first-hand basic data of non-point source pollution in Weihe River were obtained. Various calculation methods and models of total pollutant load and non-point source load of river control section were proposed. The characteristics of non-point source pollution of Weihe River were preliminarily identified. And the impact of non-point source pollution on the water quality of the Weihe River.

    2 Results application

    (1) The research results of the ecological compensation theory of the Middle Route of the South-to-North Water Transfer Project accelerated the pace of ecological compensation in the water source area. The research results were obtained by the Ministry of Environmental Protection, the Ministry of Water Resources, the National Water Transfer Bureau, the National South-to-North Water Transfer Planning and Research Institute, the National People's Congress, the National Committee of the Chinese People's Political Consultative Conference, and the Shaanxi Provincial People's Government.     (2) The application demonstration of the multi-objective regulation model of ecological base flow protection and water quality improvement was carried out, and the “Demonstration Project of Base Flow Support Joint Dispatching of Baohe Section of the Weihe River” was completed, and the technical plan for the ecological base flow protection of the river section and the water conservancy project control system were initially formed. A series of good management policies have been formulated, which have a positive effect on the scientific dispatch of water conservancy projects and the downstream river channel flow guarantee.
